
Delhi Home Minister Satyendar Jain has directed his officials to act on “shadow” or “part” files even as original files are submitted to the Lieutenant Governor.
The directive issued by Jain, however, states that those files on which there are direct orders from the LG to take his permission should not be acted upon. Sources in the government said that the orders are specifically for those officers who are toeing the line of AAP government and overlooking directions from LG.
The minister in his order has stated that many important projects have come to a ‘virtual halt’ after over 400 files were summoned by LG for scrutiny. LG Najeeb Jung has appointed a three-member committee to examine the files submitted to his office “containing infirmities and irregularities”.
The minister said decision needs to be taken on copies of the original files or part files, as important projects are being ‘derailed’ as files are in LG secretariat.
“As such a practice is derailing the implementation/commissioning of important works/projects and is detrimental to the public interest. It is hereby directed that the concerned HoDs shall ensure that the ongoing projects/works are not delayed for lack of decision on such pretext (due to files submitted to LG office) and that appropriate action be initiated on the shadow files/part files, as the case may be, for appropriate action,” Jain stated.
Jain, who holds Health, Power, PWD, Industries, Transport, Urban Development and Home departments, has directed officials to not delay execution of projects due to lack of decision.
